I would think so because the overweight person with be so hungry that he/she would eat the thin person doing the water starvation with him/her

Actually, it all depends. Sometimes this would be true, the heavier person could live off their fat stores. BUT it is also possible that the thinner person’s body is more conditioned to save itself and therefore knows what to do, as far as systematic shut down, so it would learn to maintain itself for longer (while the heavier person’s body would be confused, as it has never had to deal with not enough food).
