Why do u suppose the gov or private is not taking a look at concentrated hydrogen peroxide a waterbased fuel?

because it’s not a fuel.
it’s an oxygen source.
just the same as normal free air is an oxygen source.
and dangerous to handle to boot.
EDIT, Ernie points out correctly that it is a fuel. however, i still have a problem with his “save handling” contention. btw, thanks ernie, i’d not looked it up before.

Because concentrated hydrogen peroxide just like liquid oxygen (LOX) is essentially rocket feul. It is dangerous to handle, and will tear up most equipment, unless it is specially built to take it.
Anything is “safe” if “properly handled” but that is not as easy as it sounds.

Hydrogen peroxide can form potentially explosive compounds with a wide variety of materials, including ketones, alcohols, esters, glycerine, aniline, triethylamine and sodium carbonate.
Solutions of hydrogen peroxide of concentrations above 40% are significantly more dangerous, and no solution of 50% or above should be handled by inexperienced persons.
And that’s just a few hazards for concentrated H2O2
