1988 Bronco. Changed fuel filter, checked fuel pump and car is pumping gas, but still dies going down road?

Have added HEAT to see if water in gas. Any other ideas. It also is sluggish going up hills which makes me think it is a fuel problem. I will check the fuel pressure too, so need other ideas. What is this about a shelf or ridge? I saw a blurp about that.
