Insulating a Gas Water Heater?

We just moved into our first house and the home inspector said that it was dangerous and unnecessary to wrap a Gas-fueled water heater with insulation. But our water doesn’t get terribly hot. I have the thermostat on the hot water heater set to the hottest it will go too! Please help!
